White House Defends New Press Secretary Katie Zacharia Amid Legal Scrutiny

The White House has stepped forward to defend its newly appointed press secretary, Katie Zacharia, following a wave of public scrutiny regarding her legal background and qualifications. The controversy began to unfold shortly after her appointment was announced by President Donald Trump, who initially referred to her as an attorney. As questions mounted from reporters and watchdog organizations regarding where she passed her bar exam, the administration maintained that she remains fully capable of serving the public.

Questions Arise Over Bar Exam and Credentials

Scrutiny intensified when Zacharia was questioned directly by a reporter about which state bar exam she had passed to qualify as a US attorney. Standing alongside the president, she responded, “When I moved to China,” noting that she does not appear to be registered to the bar in any state where she has lived. Public records and reporting later indicated that after graduating from law school at Pepperdine University in California in 2011, she sat for the California bar exam but did not pass. Legal experts note that holding a law degree does not automatically confer a license to practice law within the United States.

In response to the growing inquiries, Zacharia issued a statement defending her professional history, stating that she practiced international transaction law with all the appropriate credentials. White House communications director Steven Cheung also backed the 42-year-old political strategist, describing her as uniquely qualified and equipped to inform the American people.

Legal Watchdog Files Complaint in California

The situation escalated when the Campaign for Accountability, a watchdog organization, formally filed a complaint with the California State Bar Association. The group is urging authorities to investigate whether Zacharia repeatedly represented herself to the public as legally authorized to practice law without possessing an active license—an action that California law classifies as a crime.

Discussions surrounding her title have also drawn attention to her communications with her alma mater. Zacharia reportedly consulted Pepperdine University’s president when she first started making appearances on cable news, seeking guidance on how to properly introduce herself. According to her statements, she was advised that she could identify as a lawyer, but not as an attorney.

International Experience and Professional Background

Zacharia’s resume includes time spent abroad following her graduation. Records show she moved to Beijing due to her husband’s position at an American private equity firm, where her professional focus shifted toward international transaction law. Her LinkedIn profile indicates she worked as an associate at the Zhong Lun Law Firm in Beijing between 2011 and 2013. Under Chinese regulations, only local citizens are permitted to obtain a formal license to practice law, while foreign nationals may hold alternative roles within firms.

Additionally, Zacharia mentioned on a conservative radio program that she served as outside counsel for the World Bank and the International Finance Corporation during her stay in China. While representatives for those organizations have faced inquiries regarding the arrangement, observers note that the World Bank Group occasionally retains outside firms that independently assign specific lawyers to designated tasks. Prior to stepping into her current White House role, Zacharia also worked as general counsel for Fix California, a conservative non-profit organization established by Trump ally Ric Grenell.
